I was in Latvia at about the same time as martin. I found a version of his technique that I came up with some really fine looking women. Two women that I was able to meet more than once. I don't know about driving in Riga....I used taxis in the city which worked out fine and since I was staying more or less in the center (not Old Riga which is the heart of the tourist area but the Center (note that Old Riga and the Center are not the same!) which adjoins Old Riga. I would recommend not renting a car while you're in the city. But if you want to get out of the city, driving could be an option.

Regarding accomodation, I ended up staying at an apartment. That was basically due to the unavailability of hotels. But it turned out to be a good option since you have your own space and privacy and you can bring back whoever you want. I have heard hotels sometimes harass their guests for bringing back girls (specially pros) and charge extra. The apartments are renovated and modern and can be found all over the place (Old Riga and the Center). This is the website I used.
