He is the SP/Handler. There’s no doubt about it.
He started with saying he wanted to help the SP so advertising about her on the forum.

Probably the help needed is for 1 lac therefore he’s not stopping even after several members visit.

He gives contact of someone. When we call that guy, he/she gives contact of some other person. Then that person gives address.

There are 3 possibilities:

1. The first person is his friend. He is a SP who knows the second SP. Raghu.raj provides contacts to the first SP and gets some commission.

2. This is #1 plus the fact that the first SP is Raghu.raj’s friend. And he collects mongers data from first SP along with collecting commission.

3. The last possibility is first SP is Raghu.raj himself

I think its the option #2
