Just walk up to her, when you have a good conversation planned. Start with introducing yourself, then try to talk to her. If she begins to act shy, try to make her laugh, and try not to act shy yourself. Don't ask her out right away, try to build a good friendship with her, then when you ask her out in the future, there will be more possibilities that she will say yeah.
