Oh I didn't talk to a lawyer, I got that from Blazers on that other forum. As must as I dislike Blazers stereotyping of all races except for whites and Japanese, I do find him credible others tell me he is an attorney, and Blazers said he discussed the topic with three Mexicans attorneys and they all told him prostitution is illegal in Tijuana, including the zona, and that's it's only tolerated there, hence the name. ( now exactly what's illegal wasn't said, and that's the trouble as this issue isn't so cut and dry?)

I agree with a lot of what you and Burt are talking about, as there are discrimination aspect to prostitution laws in Tijuana and other places in Mexico, however in many places it's regulated on some level, or I believe the TJ cops could use related laws if it's not on the books, for example disturbing the peace. In the past years in Mexico there were no laws against sex trafficking in Baja, and other places, but that didn't stop the police from arresting these padrotes on related charges.

I could be wrong I'll be the first one to admit Mexican law confuses me and I don't understand it, but I have spent a lot of time looking at it, and anything on the net related to prostitution in Mexico.

And while Sampson and Burt have some knowledge in this area, I would not exactly take what they are saying to heart, as Sampson is in the business, and Burt likes to promote escorts for some reason, and could only be looking at the law in favorable terms towards the business, while a TJ cops looks at the law another way? But everybody is free to make up their own mind, and if they have any information do post it.

Oh yeah, I support escorts too, the more options the better. The only problem I saw with escorts, is so many agencies were meeting at Mc Donalds, and I see that as a potential problem if Mc Donald's complains. Sampson says he doesn't use Mc Donald's, so therefore I believe the the risk is minimal if practiced with discretion.

He tells him he is a piece of shit, and if your going to come to TJ to do this there is an area for it, but not here.....your going to jail! You know at this point 98% of the guys are gonig to offer a bribe at this point. Is what the TJ cop doing legal here? I say it's a moot point except for the 2% who are going to fight the TJ cops.

Amigomio, when I talk about Mexico city, I'm quoting old stuff, that says, prostitution is illegal in brothels, bars, nightclubs, cabarets, and pimping is against the law. So therefore prostitution is forced out in the streets. I only been to Mexico City once, didn't monger, but saw it out in the streets in full view, so they must have at least a zone of tolerence like Tijuana?

I heard about the new prostiution laws they wanted to pass in Mexico city, but I didn't know exactly what they were trying to do. Just decrimalized prostitution for the provider, and treat her better, or to do more like allow it in brothels, bars and nightclubs....the articles didn't cover that, except to say it's illegal as an infraction like the TJ tourism article says about Tijuana.

So Amigomio when you post what goes on in Moterrey try to be specific as possible. Is prostitution illegal, in bars, and the streets? Will providers be arrested, how about the mongers? Is it regulated criminal level, health level, orin some other way.

One thing that is always confusing about this topic is the difference between
legalization and decriminalizing. Legalization is worst for the providers, as it means regulations like HIV testing, work cards, and paying taxes. With decriminalizing, it just means there is no law against prostitution on the books, and that providers won't get arrested for prostitution.

I’ve discussed the law governing prostitution with Mexican attorneys. This is what I was told:
--There is no national law governing prostitution in Mexico, everything is a matter of state or municipal law.
--In Tijuana many prostitution related activities are illegal.
--In Tijuana prostitution in and of itself is not illegal.
--Prostitution is (usually) the act of a man paying a woman for sex.

In Tijuana prostitution in and of itself is not against the law--anywhere in TJ a man can pay a women for sex. However, in Tijuana the following are illegal:
--Public manifestation of prostitution is illegal.
--Pimping and pandering is illegal.
--Running a brothel is illegal.
--Corruption of minors is illegal.
--Public nudity/sex is illegal. (No nude sunbathing. Don’t do it in a car or the movies)
--Driving while embracing a passenger is illegal.

Remember I talking about TJ, not DF, Mexicali, etc. Other parts of Mexico have different laws.

“Public manifestation of prostitution” is very similar to solicitation in the US. Within the Zone of Tolerance that law isn’t enforced. So in Tijuana’s Zona Norte (a zone of tolerance) chicas wearing skimpy outfits can stand on the sidewalk soliciting customers. Men can walk up to a chica and offer her money for sex. Outside the ZN both activities could get people arrested as they are “public manifestation of prostitution.”

Example A:
A monger leaves a club on Revolucion with a stripper and they walk together down Revo to a hotel.

Example B:
A man meets a girl in Carl’s Jr. at 5th and Revolucion. They leave together and get in a cab that takes them to La Mansion.

One of the above examples is “public manifestation of prostitution” the other isn’t. I’ve posted about this before and learned that some guys have a hard time grasping the concept of “public manifestation of prostitution.” If you are one of them I suggest you confine your mongering to the Zona Norte.

Hint: The City of Tijuana want Av. Revolucion to be tourist friendly--that means they want "Johns and Janes" to stay out of the public view. Revo is one of the worst places in TJ to engage in "public manifestation of prostitution."

The website for the Municipality of Tijuana states the fine for “activities related to prostitution” (public manifestation of prostitution) is about $45.00 to $135.00. Please note that the website says “activities related to prostitution,” not prostitution per se.

FB: took me a little longer to post back cause I wanted to post also that that bit about prostitution being legal in Mexico City... nope, wrong too.
They tried to pass a "punto de acuerdo" at the Asamblea del Gobierno del Distrito Federal in October or November to consider legalizing prostitution in el DF, but they weren't able to pass it.
I need some more time to get the "acuerdo".... their site is extremely slow right now.

Actually Manisfestation means "dressing like a prostitute soliciting business on the street" that is what is illegal...the act itself is not and it is only the manifestation that is illegal but tolerated in Zona Norte. That is why you see prostitution bars everywhere in Tijuana but street girls limited to only the area of toleration.

Amigomio we covered this area a few times already in the forum and on others. Burt and Sampson aren't entirely wrong, as the law in Tijuana is vague and the legal and civil codes are impossible to find, except what you quoted, I quoted that TJ tourist information before, and it's very interesting as somebody is being busted? And we still have plenty of people in Tijuana and in articles that prostitution is indeed illegal in Tijuana, we even have lawyers on other sites who have discussed this with Mexican lawyers who do say prostitution is illegal in Tijuana, and we do know for sure that at least four guys were shaken down because they were with a provider out of the zona, so even by some miracle that Burt and Sampson are right that prostitution is legal in Mexico, except for that word they like using and I hate" MANIFESTATIONS" of prostitution meaning it's just illegal to have sex in bars, public places, and places like buses.

BTW what Sampson said about SGs is different in Mexico city, there prostitution is illegal in brothels bars, nightclubs, cabarets, and pimping is against the law, so prostitution is forced out into the street, where it's legal. What would help Amigomio is to know what the law is in Monterray, and how is it regulated, on a criminal level or health level, and if there is prostitution zone there?

Contrary to that I have posted the written law from an official TJ site that states the prostitution is an ofense payable with a fine.

Iam the only one that has posted proof, not hearsay or monger gossip.

I am sure a tourist could be charged with manifestation of prostitution anywhere in Tijuana. However as Burt has posted the law in TJ, prostitution is legal and goes on anywhere, but you only see street girls where the manifestation is tolerated, which is in Zona Norte. That is why it is done in doors in other parts of Tijuana and also why at times the street girls have to fight for their right to be on the street....remember they were going to have to move into lobbies, etc...but not on the street????

The real crime here is going to a Revolucion strip club and spending money. That is such a waste as the talent in the clubs isn't even as good as at Adelitas and Chicago Club on the seforum.xxxe. I have had the pleasure of seeing some halfway decent seforum.xxxe shows at Adelitas on weekday afternoons. They are fun if not technical and you can sit by the seforum.xxxe for a little extra fun for the typical $1 tip. No pressure.

Why waste time on Revolucion at all? If you must go there hit one of the quality massage places (no sex just a great masaje) where you can get a great massage in a comfortable environment for $30-50/half the price you would pay in the states- see other posts and boards for the low down on those. I have tried the MPs in Mexico and, honestly, I prefer Asian MPs in SoCal to these. The rooms just are not comfortable and the girls tend to be a bit lazy and uninspired. Just my humble 2 cents, others are free to disagree, of course.

Just pointing out one of the major mistakes that many mongers have of the TJ scene, that nothing will happen to them if they are caught with a ho when on the contrary, they can easily be extorted if they don't know that the only thing they face is a fine.

Ps: by the way, the fine has gone up since the last time I quoted it else where in this and other forums.

Massage parlors are generally a more expensive option (compared to other options in LZ).

However, in Mexico, knowledgeable negotiation is often the key.

I know amigos who go to Cheaters (a massage parlor) and negotiate a packaged deal "especial" with the mamasan of $100 for an hour of sex with the girl rather than just accepting a $40 fee for the room and massage.

Kugmu... am sorry to tell you but prostitution is not legal in Mexico.
It is tolerated.
If your are caught with a hooker outside the Zona, the police, if they want to, can threaten you to haul you to the police station.
Though it is only a misdemeanor punishable with a fine that goes up to 40-120 dlls, the police can keep you in jail til Monday if you are caught in a Friday night...
That's when they can really shake your wallet and your dollars of your person....

I head down to TJ 1-3 a year. Not a Pro but I manage okay…
Almost every time I start off with a visit to some of the Revo strip clubs and more
often then not, a stop at a massage parlor before going to the Zona. I hope for a
good massage but I go for the sex.
I also visit the LA area AMPs now and again. In TJ the total cost is around
$50.00 less. And it’s LEGAL!!! No worries and I’ve got an hour for the fun.
With the right girl, a massage encounter can be more fun then a club girl in the Zona.
