Wrong. Any good RMT issues receipts only for professional services for which they are licensed. The cheats on both sides are just that, cheats and liars. They deserve what they get for driving up insurance costs for honest people. Lose their jobs for insurance fraud, and the RMTs deserve the loss of their license. Fuck them all

There's the qualifier "any good RMT". You're 100% correct, but some are lazy, others are greedy or they are both. This is why they get blacklisted by insurance companies or banned by the CMTO. Discretion and good record keeping is important. It also obligates the spa recording names and addresses for the clients and forwarding them to the receipting RMT. There lies the discrepancy.
