You seem to think business is a helpless baby that needs an all-wise, all compassionate government to swoop down and change it's diapers for it. Government is NOT the mechanism that creates jobs. Obama's failures over the last year are evidence of this, except for public sector jobs. Republicans understand what creates jobs is a business-friendly environment.
In this, they DID help right off the bat last December in forcing an extension of the high-end Bush tax cuts. Not doing so would have been equivalent to a huge tax increase. Two-thirds of all small business and their owners would be effected by this. The Administration has created an atmosphere of no confidence. Business is not willing to expand out of fear of what new tax (a bunch of taxes have been created to support Obamacare) or regulatory nightmare will come their way. In May, almost half of the new jobs were created by McDonald's. This was made possible by them getting a waiver from Obamacare. Cap & Trade was bilaterally shot down in Congress. Both Republicans AND Democrats understood it would hurt the economy. What does Obama do? He resurrects it as EPA regulation instead.
Government saying, "I think I'll make some jobs.", doesn't work. However, the policies that do are still not possible because Democrats are still driving the bus.
