Trafficking in persons is a very real and very bad problem. I believe that is what the Vatican is primarily interested in, although I'm sure they're not against casting a wider net as far as that goes.

Vatican call to punish prostitution clients


The Vatican is calling for clients of prostitutes to not only face legal action but to also receive counseling and other help to stem what it called a form of "modern day slavery."

Associated Press reports that the Pontifical Council for the Pastoral Care of Migrants and Itinerant People has also called for greater protection of women through better enforced laws on prostitution and trafficking. It also urged the church and community at large to provide alternatives to women who are trafficked or otherwise forced into prostitution.

The recommendations are contained in a communique issued on Monday that stemmed from a two-day symposium on prostitution and human trafficking that the Vatican hosted last month.

In the document, the Vatican called for the clients of prostitutes to be punished, since they fuel the industry, but also to be counselled about why they are buying sex and how it demeans women.

"The 'client' needs more than social condemnation and having to face the full rigors of the law," the communique said. "He must also be helped to face his deeper problems and to find other ways of dealing with his personal needs. Buying sex from a prostitute does not solve problems that arise from loneliness, frustration or a lack of true relationships."

Women forced into prostitution must be protected by the law because they are victims of violence and exploitation and have had their fundamental human rights violated, it said.

Vatican urges jail for kerb crawlers

The Vatican has for the first time backed the jailing of prostitutes' clients as a way of ending what it calls "a form of modern slavery".
A document issued by the Vatican department that deals with migration said clients "must receive something more than a social condemnation and be confronted with the full rigour of the law". It cited with approval legislation introduced in Sweden in 1999 which provided for sentences of up to six months in jail.

The statement, issued after a two-day conference on prostitution and human trafficking hosted by Vatican in June, said the number of women around the world taking to the streets had "grown dramatically". It said "a growing number of men search out prostitutes more to dominate them than for sexual satisfaction", adding that the clients needed help as well as punishment because of their "deep-rooted problems".

At the heart of the Vatican's document was the argument that "selling your body on the street is not something you would voluntarily choose to do". Prostitution was thus "an offence to the dignity [of women] and a serious violation of human rights".

Missionaries, monks, nuns, priests, bishops and psychologists from numerous countries took part in last month's conference, organised by the Japanese cardinal Stephen Fumio Hamao. Its conclusions were welcomed by the Italian church's leading expert on prostitution, Father Oreste Benzi, a Rimini parish priest who said a policy of inflicting very high fines on kerb crawlers had virtually ended streetwalking in what was once one of Italy's most vice-ridden towns.

The Italian parliament is considering a bill to change the law on prostitution. But several MPs, on the left and the right, expressed reservations about the Vatican's new stance.

Franco Grillini, a member of the main opposition party, the Left Democrats, and a leader of Italy's main gay rights group, Arcigay, said: "Prostitution, if it is between two consenting adults, ought not to be considered an offence." Gaetano Pecorella, of the governing Forza Italia party, said: "Fines are fine. In fact, they are in our bill. But I would not want to go further than that."

Church's Strategy to Help Women of the Street

VATICAN CITY, JULY 11, 2005 (Zenit.org).- Here is the final document of the first International Meeting of Pastoral Care for the Liberation of Women of the Street, held in Rome on June 20-21, at the initiative of the Pontifical Council for Migrants and Travelers.

THE EVENT

The meeting was held at the Pontifical Council for the Pastoral Care of Migrants and Itinerant People in Rome. In addition to the superiors of the Pontifical Council, it was attended by five Dicastery officials; two Bishops; various priests, religious and lay people; delegates from the Bishops' Conferences of nineteen European nations, namely Albania, Germany, Belgium, Bosnia-Herzegovina, the Czech Republic, Denmark (Nordic countries), Scotland, Slovenia, Spain, Estonia, Holland, Hungary, England, Ireland, Italy, Montenegro, Poland, Portugal and Switzerland; and delegates from other continents, including experts, namely from the Democratic Republic of Congo, India, Nigeria and Thailand. Also present were delegates from the USG (Union of Superiors General) and the IUSG (International Union of Superiors General); CELAM; the Pope John XXIII Communities' Association; the Legion of Mary; representatives from other associations that carry out apostolic work in this area; and a representative from Caritas Internationalis.

After a warm welcome, the President of the Pontifical Council, H.E. Stephen Fumio Cardinal Hamao, opened the proceedings by highlighting the importance of this issue, which calls for the attention and pastoral care of the universal Church and the particular Churches.

Archbishop Agostino Marchetto, Secretary of the Dicastery, presented the theme and agenda of the meeting and also proposed some assessment criteria and pastoral courses of action regarding this issue. In his speech, entitled "Street Women Today, a Pastoral Challenge," he highlighted a vast and important field of apostleship, which also requires new pastoral agents. He also referred with concern to human beings, many of whom live in a situation where their minimum personal rights are not respected, as their own bodies are the object of trading and trafficking in people.

The subsequent speeches by participants at the meeting drew attention to various aspects of the current situation of women of the street. The Church looks on them with compassion and a sense of Christian welcome, and proposes consideration of the underlying spiritual and theological values of a pastoral commitment that reveals God's benevolence regarding them, as everyone is aware of the many tragedies that lie buried beneath such experience. This gives rise to particular concern regarding the dramatic increase in the number of women and girls who are sexually exploited, creating an urgent need for pastoral action in synergy that goes beyond existing praiseworthy and generous reception initiatives and the current difficulty of including such actions within existing ecclesial structures.

Mrs. Mariette Grange, delegate of the International Catholic Migration Commission (ICMC), developed the theme entitled "People Trafficking, with Particular Attention to Women Trafficked for Prostitution," while Professor Mario Pollo's report, "Overall Vision Resulting from a Preparatory Survey," gave an overview of the situation, taken from replies to a questionnaire, which was previously sent out to all participants. The results indicate a certain lack of the more specifically pastoral aspect. Finally, Father Oreste Benzi, head of Pope John XXIII Communities' Association, gave his opinions on the theme: "For a Pastoral Ministry of Redemption and Liberation."

Vatican slams sex trade
Church document describes prostitution as 'modern slavery'
(ANSA) - Vatican City, July 11 - The Vatican on Monday called prostitution a modern form of slavery and said the women involved should be helped not condemned .

In a document drawing together the conclusions of its first conference on prostitution, the Vatican stressed that most women were victims of the trade, who deserved pity and protection .

"The victim is a human being, in many cases crying out for help, because selling her body on the street is not something she would choose to do voluntarily," the document said .

Describing the sex trade as a form of slavery that leaves women "torn to shreds" and "psychologically and spiritually dead", the Vatican said that it represented a "serious violation of basic human rights." It also urged the Catholic Church to focus on the men who visit streetwalkers, pointing out that the system would collapse without clients .

"[They are] one of the key elements in the 'consumer' system that is at the basis of the sex trade," it said .

Don Oreste Benzi, head of a Catholic community which works to help prostitutes on Italian streets, made a similar point during the conference, which brought together experts and top Church officials from 19 European nations .

He added that the situation was getting worse, with clients becoming increasingly "perverse" .

"Now the criminals are providing minors for prostitution, above all young Romanian girls, which constitute the bulk of the demand from clients," he said .

The paper cited figures showing that about half a million women from Eastern Europe have been reduced to slavery and forced onto the streets of Western European cities .

Italy, for instance, has seen a massive boom in foreign prostitutes in recent years .

Of the country's estimated 70,000 prostitutes, more than 40,000 are thought to be immigrants, mainly from Nigeria, Russia and Eastern Europe .

Official estimates indicate that 16.6% of women working as sex slaves in Italy are from Ukraine, 15% from Romania, 11.89% from Moldova and 7% from Albania .

Nearly two-thirds of these are kidnapped while over a third are purchased in their homeland by Italian crime gangs, according to National Mafia Prosecutor Pier Luigi Vigna. Only a tiny minority come voluntarily, and they are nearly always trying to escape situations of war or desperate poverty, he said .

Italian police have launched a major drive to help women off the streets in recent years, with special phone lines and a particular emphasis on allaying fears of prosecution or deportation .

The police have repeatedly stressed they are more interested in catching the organized crime gangs behind the trade and that women who come forward of their own accord will face no charges and will be helped to reintegrate into society .
