Let me point out that Tijuana doesn't have the monopoly in prostitution as you might think. TJ only has a fraction of the ho's that Monterrey (3.5 mil population) has, or Guadalajara (5 mil) , not to mention Mexico City (40 mil) or Ciudad Juarez (1.5 mil).

Again, back to ILLEGAL: the clubs used to give the cops and the municipio de Tijuana payoffs, but not anymore. They are now paying the narcs protection or then again, the clubs have been taken fully by the narcs.
That is why you don't hear about businesses closing down or again, when violence and shootings occur, Municipo de Tijuna does not shut it down permanently.
They are using the clubs now as their official drug selling points.
Used to be hush-hush, now the don't care.
Am sure many have noticed this kind of changes.

But they are not the only ones operating the Baja California organized crime spree that is going on.
The incapacity of Tijuana to control violence has atracted kidnapper rings from Mexico City where it has become hard for them to get rich marks. That and lots of other kind of gangs that are the ones that are doing all those highway robberies near Rosarito and around TJ.
They do it outside TJ, cause the city is narc territory and even then, am sure they are paying your "no violence in favor of business narcs" a piece of the action.

No boys, you are very wrong in you assesment of drug violence going on in TJ.



PD: Let me give you a local Monterrey example where Pax Romana has really been imposed. We don't have police hasseling us as they do in TJ. None, zip. But Transit Authority does hassel anyone moving at night in cars looking for drunk drivers. They use to be en-mass at the Villagran st area clubs, picking anyone starting their cars, stopping them a few feet aways after moving. Not anymore... narcs have kicked them out of the area, threatening them with a not so nice response if they kept doing what they were doing. Now they don't get as close as a 3 block radius from that zone and if they stop you, they wait till you get as far as 5 blocks away.
That, gentlemen, are narcs taking over silently and efficiently.
TJ is stil a battleground and you are in the middle.

As far as safety of mongers in TJ, especially in the Zona Norte, I think it is safe to assume that even the drug cartels will not want to create any incidents there, like kidnapping or spraying bullets at random.
I don't know what the statistics are, but I am sure the cash generated in the Zona contributes significantly to the overall economy of TJ. Once a news breaks out in the states that some mongers were kidnapped or murdered by drug cartels in the Zona, that will be the end of TJ as we know it.
Having said that, it is still a dangerous place and we all need to exercise caution while in TJ. Just use your common sense - don't get drunk, respect the locals, don't stray outside of zona at night, etc.
