Problems with computer build (newbie)?

I plugged up everything and it says Reboot and select proper boot device or insert boot media in selected device and press a key.....I put the operating system in and select run off cd still says the same thing what could be my problem? I tried the 64 bit and 32bit and still nothing

The system is not seeing the CD drive. Repost with configuration data

Don't worry it is not computer problem it needs configuration so,
1: Start your computer by pressing big power button on your CPU tower.
2: Now hold your bios button( for Intel BIOS button is F2, for ASUS it is Del button) which you have to hold, so check proper bios openeing button and then hold it after opening your computer.
3: Now go to advanced setup, then BOOT Priority, then select 1st: CD-ROM, and then leave other two, then save settings and restart system then boot CD and install windows.
