Newbie at makeup...help! (pic)?

Im an asian sixteen year old with black hair and dark brown eyes. I've never really worn makeup before and I want to start wearing a little bit. I've tried wearing eyeliner and mascara before but I end up looking worse than I originally was and occasionally like a hooker or something. Any tips on what I should wear in order to enhance my appearance?
Just out of curiosity, why brown eyeliner and clear mascara?
