I am a camera 'newbie' so can some one who is a bit more experienced help me?

My dad bought a new digital camera and i noticed all my friends have a camera and i never really wanted one. But when i saw how good my dads camera was it amazed me, i feel the technology is now good enough for it to be worth me getting one. However, his cost 190 pounds, which is an alright amount of money, but if i can pay less, i would like to :).
I went on comet and did some comparisons...
My dads camera the panasonic lumix DCM tz8 now reduced to 172 compared to the samsung es74 for 79 pounds.

I can see that they both have pretty similar features, the es74 has more megapixels but less zoom
but heres the bit im interested in... The image stabilisation : is optical image stabilasation better than digital image stabilisation, if so how? if not how? what do they both mean?
