How to introduce two dogs? HELP!?

I have 4 yrs old female yorkie. She is not a friendly dog but sometimes she likes to play with other dogs.

Now I have 3weeks old weimaraner (male).

Weimaraner doesn't bite yorkie he just wants to sniff her, but my yorkie is really afraid of him. When he comes to sniff her she just stands in 'defense' position and later just runs away. At first she even stoped eating (due to stress I think...) but today I've saw her eating.

Our yorkie lives in second floor and weimaraner lives in the kitchen (doesn't have chance to run upstairs) so they are not always together.

HOW SHOULD I INTRODUCE THEM TO EACH OTHER so that yorkie wouldn't be depressed?
