Do black people need to change their cultural values and need eugenics introduced?

Into their cultures? I'm not saying its a racial thing, but a cultural thing. I've known many intelligent black people, but could the underlying reason why black people as a whole perform on IQ tests much poorly than other races be cultural rather than racial? Saying intelligent black people do not exist is clearly a delusion and can be dismissed as trolling online, but the proportion of unintelligent blacks to intelligent blacks is distastefully proven fact. But in a culture that promotes being a parasite that destroys society rather than a contributing hard-worker as an "alpha-male", is it any surprise that educated and smart black men and women are called white-washed, and considered undesirable by the black community? While, a drug-dealing criminal that has fathered many children for different women and an STD ridden, blond-weave adorned black woman with many kids are considered the poster-children of black beauty in the black community?

Look at other races. If an Asian man fails to get an education and a stable income, it will become extremely difficult for him to get married and most never do while being alienated by their families for being such failures. Its the same in white communities, more or less. An education guarantees a stable income, and with a stable income a white guy has a much better chance at attracting an attractive white woman which inevitably leads to a healthy offspring.
Look at that, you tried so hard to destroy the stereotype that you actually proved it. Deny all your problems and it won't exist, like most of the black community, huh?

Let me guess, only 0.1% of the black community is on welfare, only 0.1% of black women wear weaves, and only 0.1% of black men in jail. Of course, all other statistics is just media garbage.

Do we need to introduce Eugenics in order to limit factor "X" in society?
This is a scary topic. Is it even possible for everyone to be successful in the manner in which you suggest? I don't think so. The "X" factor is supporting the way of life you value. To change "X" you have to change what it means to be successful.

That tribal mentality is inhereted. So I think if something has to happen, well.... You know what it would have to come to. They would have you believe that the fact that there are more whites on wellfare in America actually means something. This is foolish because the percentege of the whole white and the percentege of the whole black populations on assistance is way out of porportion. The same with crime rates. I think some people just need an education in simple mathematics.
