can a betta develop ich without having being introduced to the parasite?

He had fin rot at one point (Nov 2010). I treated him with a fungus treatment and the infection subsequently cleared up and his fins grew back (he is a crowntail). Yesterday he had a rather large white spot near his mouth and I'm wondering if it isn't the same fungus?? I'm currently treating the bowl as if it were a fungus (now it is kind of stringy on his mouth, not little spots).

He's in a bowl?
Not a 5 gallon heated and filtered tank? Your betta will continue to get sick unless you put him in a proper environment. They need 78-80 degrees F water or they will get sick and die at some point.
It also reduces their lifespan by alot.

The white spot sounds like fungus or cottonmouth. Ich looks like white dots all over the fish not just one spot in one area.
