I have yet to hear any logical reason behind the limit of 25 or 26 body rub licences, other than if they vote to increase the number, city councillors fear they will be accused of encouraging prostitution.
Holistic licenses are intended for legit holistic health clinics that perform acupuncture, aromatherapy, etc.
The licences are relatively inexpensive compared to the $10,000 a year body rub parlour licences. See the Toronto Star series from earlier this year.
Just what the body rub licences are supposed to allow seems to be poorly defined. Mayor Miller sheepishly admitted on CP24 that even he had not been able to get a good explanation.
The bottom line is that no MP is licensed to provide HJs or any other other sexual service, regardless of what municipal licence they have or don't have, and all MPs providing HJs can be considered to be bawdy-houses under the Criminal Code of Canada.
I don't know if by-law inspectors can fine customers, but if you're worried about getting "busted", you are taking the risk just by entering the MP. Police can charge you with the criminal offence of being found in a common bawdy-house, and you don't necessarily have to be "caught in the act". You only have to be present without a lawful excuse for them to charge you.
